I want to marry my boyfriend who is here illegaly for the past 7years, i am a us citizen can i change his status and me him legal.

Yes, you can sponsor him for lawful permanent residence assuming he entered the U.S. "legally."
If he did not enter "legally," then he may have to process abroad back in his home country with a possible waiver for his unlawful presence required.
