Legal Question in Immigration Law in California

My mother petitioned my brother who is married and currently had a below knee amputation are there any law that can help the process faster since he is disabled?

Not that I am aware of. However, USCIS or the Consulate, whichever way he is processing, may be able to make special accommodations at the interview, if necessary.
