Legal Question in Immigration Law in California

My mother was a us resident when she got deported from the us in 1990. she got banned for 5 years . she now wants to get her residency back. what steps should she take to get her residence. she has not gotten in trouble during these 20 years.

Unfortunately, she will have to be petitioned by a qualifying petitioner (family member or employer) & start all over again.
