getting a non-permantent visa canceled
how can you apply for another visa
without waiting 10 years if you have
lived in the states for over 5 years?

If you entered US on some type of tourist visa (B1/2) then you have overstayed and are now in violation. If however, you entered on a non-immigrant work visa of some sort, AND have maintained lawful status, then you may be eligible to change to another visa.
In any event, due to lack of information provided by you, a specific answer here is impossible.
