Penalties for Aliens dealy reporting changing address

Dear Sir or Madam,

I'm an international student, and I moved from Ohio to California 6 month ago. I just found out I need to report changing address to local INS. I heard that there will be penalties for delay of aliens reporting address change. How can I explain to INS, and avoid the possible penalties.
