What are penalties for f1 visa holder working under the table? Can this person get away with excuses such as doing a volunteer job or paid in cash?

If you are caught working without proper authorization as an F-1 student (i.e. OPT or CPT), then you could be found in violation of your legal visa status and your visa could be revoked. I cannot give you advice on unlawful employment practices.
If you need to work, you should contact your school's foreign student adviser & see if you qualify for CPT.
