Legal Question in Immigration Law in California
I am a permanentresident, if I get married to a foreigner and she stays past her allowed visa and then I become a citizen will she still be able to receive a green card?

Yes, as long as you wait to petition her until you become a U.S. citizen. Also keep in mind that until her adjustment of status is filed, she is "illegal" as of the date her admission period ends. During that time, she could be subject to Removal & also cannot legally be employed.
