A person must have eligibility for an underlying immigration benefit. Examples of this are being petitioned by a U.S. citizen spouse, parent, or child over 21, or an employer. A person cannot get a greencard just because they have a disability.
You can visit the USCIS website for more information regarding types of greencard categories at www.uscis.gov, or perhaps consult with an Immigration Attorney in your area.
