I plan on getting married next year, n my future husband has a visitors visa.. can i legalize his status at 19? how long will it take for the process?

You will need to provide more details. Are you a US citizen? Are you over the age of 18 as well? You may be able to get married and your future husband will be able to adjust his status.
As to the process, it can take a few months from the filing of the initial application, assuming no major issues.

If you are a U.S. citizen, then you can likely apply for an adjustment of status on behalf of your future spouse.

Once you are married, as a US citizen you can petition for your husband under INA 245 (a) because he entered with a visitor visa without even paying the $1000 fine. He will receive a conditional legal permanent resident card for two years if you have not been married for two years at the time of the interview.
