Legal Question in Immigration Law in California
I plan to move to a new job, but my existing H1 visa is going to expire soon.
Do I need to renew and then transfer? Or, is it safe to transfer first and then renew next?

There is no need to renew your current H1 Visa. Since you have a new job offer, your employer can submit a new H1 petition on your behalf with the request to extend your status. This has to be done before your current visa expires. Once the petition is filed and received by the USCIS you can start working for your new employer. You do not have to wait for your visa approval to do so.
