How can I prove that someone lied on government documents to obtain an identification card? They lied about their name because they have a lot of warrants with their birth name, and to avoid deportation and court

It's not your duty to "prove" anything. You contact the Police and they will most likely refer it to Immigration and Naturalization Service. I would contact both if it were me. If the person is in what some refer to has a "safe harbor" city, the Police will most likely do nothing. For example, San Francisco is a "safe harbor" city. Many others in California too.
