Sister in law is illegally in the country is there anything that can be done to

My sister in law is illegaly in the US from the Philippines. Is there any way to convert her to a legal status? She have been here for 3 years now.

If she entered US with a visitor's visa, then she can become legal if she has a US citizen spouse to sponsor her.

If she enteres without inspection, or with other kind of visa, the options vary depend on different kind of situation.
