Sponsoring an immigrant relative - can't meet min requirements for last 3 years

Hi,

My relative (US citizen)is trying to sponsor his parents, in order for them to apply for Green Card. He has sufficient

income for current year to meet minimal requirements. But, he doesn't meet those requirements for last 3 years. In other words his average income for each of last 3 years are below 125% of powerty line. Can he still submitt Affidavit of Support by himself, without additional joint sponsor?

Yes...you can always submit the Affidavit of support...they are not looked at that critically specifically in a cover letter if you can come up with a plausible explanation of less income.
