Legal Question in Immigration Law in California

My step-daughter married a UK citizen last June. He has been living in the USA for the past 7 years. His UK passport is still valid, but his working visa expired last year. He applied for his green card on 7/13 of last year( after the wedding)and said he received it 11/13. Shortly thereafter, he claims his wallet was stolen and is presently awaiting a replacement. I am not sure if he is being truthful with us. In January of last year, we planned to take a family cruise. When we went to board the ship, he was not permitted to do so because of his expired working visa. I would like for you to answer 2 questions if you can. The first is, approximately how long is the process to replace a lost green card (if it were indeed lost) and is he able to leave the country to travel without it?

I-90 processing is taking a minimum of 3 months. A person can travel outside the U.S. & re-enter with an I-551 stamp while the I-90 is pending.
