if a student overstayed his visa and been here for more than 10 years with no criminal record and with citizen parents would he be covered by Obama immigration reform?

There has been no immigration reform passed yet. If you are referring to the last Presidential Executive Order, "DACA", it gives successful applicants a work permit for 2 years & suspends deportation temporarily. It also depends on your age when you entered the United States & your current age. See uscis.gov & search "DACA" for more details & forms.
The next Executive Order that has been in the news has not been signed yet, nor have details been released, but it appears that it will benefit parents of U.S. citizen children.
