Surrendering Green Card

If one surrenders a green card while out of the U.S. (because he needs to care for ill mother abroad), what are the chances of being granted a green card again at a later time (e.g., after a few years)? Are there any options apart from surrendering the green card, such as a waiver of the requirements. Please note that the person is currently not in the U.S.

An option could be applying for a re-entry permit to demonstrate that the person does not intend to abandon their status. Otherwise, the person can always apply again. However, there is not expedited or special treatment due to the previous green card.
