how much time does a person have to spend in the us to be able to come back? the person is a legal alien from Columbia who has lived here since 78

I'm not sure you have phrased your question correctly. If the person you speak of has been an illegal alien since 1978, he will face a 10 year bar of inadmissibility if he goes back to Columbia and tries to return.
