Legal Question in Immigration Law in California

tourist visa / minor accompanied by uncle

My friend is a Mexican national who has visited the US on several occasions on a multiple entry tourist visa. Now he would like to accompany his 13 year old niece for a three week visit. The girl's mother is in agreement but would remain in Mexico. Is there a rule that says children can visit the United States only if they are accompanied by their parents; that is, that uncles are prohibited from visiting the US with their nieces and nephews?

No, not at all. I think it makes the entry of the child more likely. The airline might query about the arrangement and may require permission by the parents' to allow the uncle to accompany the child. Also, in issuing a visa to the uncle, if that's still outstanding to do, then the consulate may want to know about that as well.
