Legal Question in Immigration Law in California

waiver 601

my husband had his waiver appt on 8/28/08 and they told him that they were going to review his case and that he needed to submit court arrests and disposition that he had back on 94 and 2002. Do you think if my husband takes the disposition to the embasy in C.J.Mex they will let him go in and make the process faster?
