If my 20 year old daughter got into a car accident in my car and it was her fault, but she is excluded from my insurance policy. Am I liable for the damages since I'm the owner of the car?

Yes, up to $15/30K in bodily injury and $5K in property damage, solely as owner. There are other reasons you might be liable too, so either get her insurance in her name (the above are minimum limits) or don't let her drive your car if she is excluded from your policy.
