3 year statute of limitations on an auto insurance claim

If I never accepted the insurance claim adjuster's claim payment with a signature and never had the repair work done, and still have the original paperwork, unsigned.... Does the 3 year statute of limitations apply? .. The adjuster's offer was half that of what the body shop offered in a written offer... so I didn't have the work done at that time and I didn't sign any of their paperwork accepting or rejecting their offer.... Now, the adjuster says it's past the government's law of 3 years statute of limitations on an auto insurance claim and he cannot process my claim now.

Is this correct? Do I have any recourse at all?

No recourse if you blew the three year statute of limitations for property damage claims.
