Legal Question in Insurance Law in California

Accident recovery against insurance company

What is an insurance company liable to pay when therir insure is 100% at fault? I was hit from the rear on the freeway, and the other party's insurance totaled my car and wants to leave it at that. Also what is their responsibility to cover my rental costs?
