"Pre-existing condition" isn't a legal term. It means a medical condition that has manifested itself before the insurance application was submitted. Skin cancer is a medical condition and your husband has already developed it, so it would qualify.
Fortunately, most employer-based group health insurance plans cover pre-existing conditions.
I echo what Mr. Hoffman says. This is one of the reasons the medical insurance reform debate is underway in Washington, D.C. There's talk it would eliminate the practice of denying coverage if one has a "pre-existing condition," as well as give people a public option.
