in calif. can you be the registered owner of a vehicle and not be a insured driver for that vehicle.

Yes, you can own a vehicle and not be an insured driver of that vehicle. However, You
MAY NOT DRIVE that vehicle. Without liability insurance, it is illegal to operate a motor vehicle in California.
