My 17 yr old daughter was in an auto accident and did not have insurance. As a parent what am I legally responsible for?

Do you have auto insurance? She may qualify as an additional insured under your policy. You need to read it closely and you may need someone with experience to read it.
If she really has no insurance, you may be liable up to $15,000, but if they can prove negligent entrustment, in other words, that you should not have let her drive your car, then they could get more.

If your daughter is a resident relative and if you owned the car she was driving, then your insurance should cover the event.
As a parent, you have limited liability ($15,000.00/person; $30,000.00/occurrence; and $5,000.00 for property damage) by statute.
