Fair market value

Car is a 1984 Nissan 300ZX. Car was subject to a recall for fuel system problems in 1996. Car was taken to dealer and repaired. Recently took my car into a shop for tune-up and smog work. The mechanic at the shop replaced two fuel lines as part of the work. Four days after picking up the car, a fuel line ''let go'' or broke, causing a fire within the engine compartment. Fought with garage and insurance company over liability, finally got them to accept liability. Car is considered a total loss. Based on research for similar vehicles and KBB, retail value of car is between $3K and $4150. Offer from insurance carrier is less than 50% of retail. I do not have comp. coverage, only PL/PD/UM coverage. What options do I have?

Sue the garage in small claims - good for up to $5K. Claim loss of use too (reasonable rental value of vehicle until you get repair or replacement (or $.)
