Legal Question in Insurance Law in California

I have filed a claim for damages with person A who is insured by his insurer B. I believe his insurer is acting in bad faith in their settlement of my claim. Can I pursue a bad faith claim against insurer B (who is not my insurance company)?

Absolutly not. Jerry Brown's loonie appointees to the Supreme Court his first time around, most notably chief justice Rose Bird (who had never practiced law before being appointed), issued a ruling that claimants could sue the other side's insurance companies for bad faith. That ruling was completely overturned in the 1980's and there has been absolutely no right to sue "the other guy's" insurance company ever since.
