Finality of Arbitration decision

If an arbitration panel decides that they can not make a determination of fault in a 5-way car crash, and decide to leave the insureds as they are,

1.) Is this a true decision, and Can this decision be appealed?

2.) Can one of the car crash victims sue the others to get her deductible, etc. back? By assuming that it was not part of the arbitration?

Neither my insurance company nor the one representing the party at fault will provide a copy of the proceedings or decision.

Write your insurer and demand a copy of its entire claims file on your case, including the award. If a lawyer was representing your interests (hired by the insurer) you should write him/her and demand a copy of his/her entire file for you, including all communications with the insurer.

Once you find out what really happened, proceed from there.
