Insurance claim denied

Our driver was in accident. Other car insured, (by drivers relative) but driver had no license & their car was impounded. Also, driver is listed on other insurance policy, but for different vehicle (3-4 related people on policy; each with different car.) Other party at fault. Their insurance denied our claim, then refused to give reason for denial in writing, saying, by law, they did not have to do that? What can we do? We don't have the funds to hire a attorney, so anything else?
