Insurance fraud
I was involved in an auto accident with a man who I believed to be intoxicated. Even though the accident was a minor one, I wanted to wait at the scene for an officer so I could obtain a police report that reflected that the other driver was drinking. When the officer arrived, he told me that city of San Francisco does not write reports in accidents without injury involved. Despite my pleading with him for a report, he refused to write one. Now, the other driver has made $22,000 in injury claims againsed my insurance that I feel are fraudulant. Is there anything that I can do?

The only thing you can do is let your insurance company know that if they are willing to fight the claim you will cooperate in every way. However, the terms of your insurance policy give the insurance company pretty much absolute discretion on how to handle the claim.
