Liability Insurance
Recently our neighbor flooded their house and in turn it flooded our house.(we live in townhouses) The hose on their washing machine broke. Their insurance will not cover the damages becasue they say she is no at fault. Is there a way that we can collect the money we've had to pay as a result? Thank you for your time.

You can try making a claim with your own property insurance company. You may very well find that the insurer will pay you and that it will then go after the neighbors to recover for your damages. Their liability insurance will then kick in (unless there is something unusual about either their policy or your claim) and the insurer may think a bit harder about settling with you.
If your insurance doesn't agree to cover your claim, you should sit down with a lawyer and discuss the specifics of your case. You might have a claim against your insurer and/or against your neighbors. If you sue them their liability insurance should step in just as it would if they were sued by your insurer.
