Policy limits

My friend was involved in an auto acident in Pasadena, Los Angeles county, CA

He has auto insurance limits 15K per person, 30K per incident, he was at fault (rear ended a car)

The other driver was injured. He sued my friend and his claim exceeds my friend's policy limits. The other consel does't want to acept policy limits, what does my friend need to do? His (insurance's company) attorney says that he may need to pay the difference, bu may friend doesn't have any money to pay nor he has any assets. The injured driver had a knee injury and could not work several month. What does my friend need to do?

if the judgement goes over policy limits he can file a bankruptcy.
