Can I paint a photo of a celebrity from a photo I found on the internet and sell it on t shirts? I will be adding other custom art work to the photo as well. But the celebrities face area would be pretty much the same as in the photo.

This would require permission from the celebrity or his/her estate.
Celebrities have a so-called "Right of Publicity", which protects their right to control commercial use of name, likeness, voice and other aspects of personna.
