Is it legal to use a quote from a news article on my website and then link to it.

Also is it legal to use their logo on my site ie. abc news logo graphic. ?

The usual method, which may be "fair use" under the copyright laws, is to quote a very small portion of the news article and provide a link to the article.

If you want permission to display the ABC News logo on your website, call ABC News and ask.
