is it legal to write a book and publish it if it is based off a comic book series (ex. iron man, etc)?

As a Franchise Attorney I agree with the other attorney answer. You need a license to use anything built off another's copyrighted series, or you can (and will) be sued for copyright infringement. Consult with a good business or franchise attorney in your area for specific advice.
