Is it legal to use youtube videos in a theatrical movie?

Only if you get permission/clearance from all of the rights holders.
This will include the person who made the youtube video, the persons depicted IN the video (and any performers' unions they may belong to), the owners of copyrights in any video/film clips within the video, and the owners of copyrights in any music embodied within the video.
This kind of "clip clearance" is done all the time.
