Legal Question in Intellectual Property in California

In order to record a court order or lien on a Patent register with USPTO, does it have to be a Federal Court Order or State Court order ?

I've been waiting for someone from Cali to answer you. Only Federal Courts have jurisdiction over patent cases, so there would be no state order over a patent. But, here's where I'm confused.... a lien on a patent?? I don't know that such a thing even exists.
