Can I stop advertisers and others from using my personal name, address and preference data to solicit business, memberships and contributions?

This is not a IP issue but a consumer rights issue. You can stop people from passing on your information if it is not public or obtained unlawfully. If you for example, entered a sweepstakes, and included your information, poor decision and they can sell it.
