Legal Question in International Law in California
I am American and I have a child with a British Citizen who is the father, we are not married or together, he lives in the UK. My child has the same last name as the father and the father is on the baby's birth certificate. Is he legally required to pay child support even though he is not American?

Sure, the nationality of the father does not matter. The problem is getting an American court judgment enforced in a foreign country.

Yes, if the child was born in California, and probably if born elsewhere, though getting to where the court can exercise personal jurisdiction over the father may be a challenge. But it can be done.
