if you are married in el salvaor can you legally get married in the united states? If the person has not seen the person in over 7 years are they considered divorced?

Under the doctrine called comity (not to be confused with "comedy"), the United States is bound to recognize legal acts conducted in other countries, including marriage. Thus, despite the separation for over 7 years (unless El Savador considers that some kind of divorce), the couple is still married.

You have to get divorced from the El Salvador marriage before you can legally marry in the U.S. If you have been a resident of California for six months, however, you can file for divorce here.
