Can I sue someone in small claims court who is supposedly out of the country living in Japan but has a home and business in California?

Yes, if there is a proper connection or nexus between the subject matter of the law suit and California. E.g., if the person who resides in Japan entered into a contract with you (a California resident) where the services that were provided occurred in California or the goods/products at issue were in California. California has a long arm statute that extends jurisdiction to non-resident individuals or companies doing business in California or committing torts in California.
