Legal collection of cash via the internet

What would a website or webmaster need to provide to collect a penny via the internet?

There are many banks and now many innovative non-bank electronic funds transfer companies that provide "merchant services" and quick-payment accounts, automated clearinghouse service providers and so on competing for this business.

Generally, what is needed is for both the payor and payee (or buyer and merchant, if you prefer) to have good credit, established accounts of some kind (either depositary or credit card), secure software, and a mutual willingness to conduct business electronically.

California, among other states, have passed recent laws to facilitate electronic commerce, including recognition of so-called electronic signatures to initiate or authorize funds transfers.

The best place to start might be your own bank. If they are unhelpful, ask other webmasters with more experience than you have for their recommendations on merchant services and funds transfer.

You will probably need good references and good credit, or an established banking relationship, in order to get the best deal (lowest service charges).
