Money Making Mail Listings

I have recently recieved many letters regarding a fast-money making mailing system, Where for $1.00 to 6 people on a list, I can ask them to add me to their mailing list and recieve $1.00 from thousands of people. This is perfectly legal they say. As I am paying to recieve a service. What do you know about the legality of this system? Thank you.
