How to present laws to Congress to ensure the safety of children while in cps? Isn't it crucial that cps investigates a situation before removing children from their home enviroment ?

Congress appears tone-deaf on the issue, but today the 9th Circuit Court of Appeals ruled that social workers have to have a warrant or a true emergency to take a child.
