after adoption happens with cps is there any way to take foster parent back to court and try for so kind of visiting rights

If the adoption has happened, then parental rights have been terminated and there is no longer any right to that child. The relationship has been severed.

What sometimes happens is that prospective adoptive parents enter into agreements with biological parents dealing with post adoption contact.
