Legal Question in Juvenile Dependency in California

If a juvenile is caught on film while commiting a crime can the individuals face be broadcast without consent? I'm talking about those undercover shows that expose airport pickpockets or phony diamond salesmen or fake tellers. If one of the people commiting the crime is under 18, can the footage still be used? Would the face of the minor have to be blocked out? Does the broadcaster have the right to free speech in this instance?

My best guess is the accused juvenile offender would be able to sue the TV station or program producer.
