This Agreement shall remain in effect for a period of 3 years from its effective date and shall automatically
be renewed for additional periods of three years, subject to applicable law and/or regulations, unless either
party gives written notice to the other party of its desire to renegotiate portions of this Agreement between
90 to 60 calendar days prior to the three year anniversary.
This Agreement is executed effective April 19, 2016 and binding upon the parties as of May 19, 2016.

That is a really REALLY badly written contract. It can be very reasonably interpreted either way. So there is no answer.
If it was litigated in a court case, the court would have to look to outside evidence of when the parties intended “effective date” to be. If there was still no clear answer, the contract would be interpreted against the party who wrote it.
