When one attorney requests information regarding his client's case from another attorney, what obligation does the second attorney have to reply with the information?

Your question is too vague to answer. Mr. Shers' question is just one of many that would need to be answered in order to understand your question properly. A few others that come to mind are "What information," "What is the form of the request," and "How does the second attorney come to have the information that the first attorney does not?" That is hardly exhaustive, but it gives you an idea.

Generally, if a former lawyer has actual notice from the client (SUB OF ATTORNEY/WRITTEN LETTER) identifying someone else as a lawyer a copy of the lawyers file on the case should be offered and provided if client wants it.
