base pay deducted from commission with hourly worker

I work on site in sales in CA and recieve base pay of minimum wage, health benefits, and percent of sale, and a bonus based on site sales. My employer requires me to be there 8:30am until I am no longer needed. In each sales period I recieve my minumum wage check, and commissions. The first 1200.00 in commissions is withheld to cover previos sales period minumum wage . If I have no commisions, nothing is deducted. Since I am required to be available for work on site certain hours, can they take back the money they paid me for those hours, effectively making it commision only for that sales period?
