My base pay is 200 a week that's 5 dollars and hours for an 40 hour work week. Is it ok for them to pay less than minimum wage?

Generally, no, it's not okay to pay you less than minimum wage. However, you mention that $200/week is your "base" pay--do you earn any other compensation such as commissions? This may make a difference. Consult an attorney who is well-versed in California's wage-and-hour laws regarding your situation to determine whether you are being paid correctly.

As Tuvia suggests, it's not your base pay but rather your total cash compensation that matters for minimum wage purposes. If your total compensation is at least minimum wage, they are within the law.
